For the bling i suggest using Animation Shop and the plugin Alienskin Xenoflex 2. Choose Constellation with these settings, copy merged and paste as a new animation :
Once more copy merged after going back so the image has no sparkle, and in Constellation, use random seed a second time, and paste after current frame. Save as a Gif image.
